Hello "Quaker Channels" I realize this was a "sales opportunity - not to be missed" - but perhaps you did not read the slides in the presentation. The first slide after the title slide (and also after the links slide) quotes the Secretary of the Interior standards for rehabilitation:
"6. Deteriorated historic features will be repaired rather than replaced. Where the severity of deterioration requires replacement of a distinctive feature, the new feature will match the old in design, color, texture, and, where possible, materials. Replacement of missing features will be substantiated by documentary and physical evidence."
The presentation was on how to FIX windows. However, in the interests of presenting information on replacement, if required, additional information was also presented. Cost to repair all windows in my house was the cost of new sash cord, by the way. Labor was "sweat equity".

Nice blog you have here! Window repair, by the way, is a BIG TOPIC in my particular effort. This posting is a great resource for me. Though I don't expect to get underway until spring time, I'll set aside some time this week to go through the presentation. And I'll post any feedback I might have here.
